Course not. A cascading biogenic pulse is infinitely more difficult to cobble together than a neutron bomb. Any reasonably intelligent scientist could build the latter; the former would have to be built by an absolute genius, a master at his craft and someone who wanted to maximize suffering alongside sheer body count.


Helps if they're a bit psychopathic, too.
